Yes, it can run the CPU-GPU pair on the SMPS. However, the CPU is much weaker than the GPU and thus, the GPU will under-perform.

It is recommended to upgrade to a Ryzen 5 3600 or equivalent CPU. And for that configuration, a 650W SMPS with 80+ bronze certified SMPS is recommended.
