A. Yes it will work, The CPU would perform better if the series is I5 or more.

A. The CPU will bottleneck the GPU heavily.

It is 1650 and there is no model with 1650 ti there is 1660 ti which has much better performance than 1650.

It should fit in the chassis. Please confirm the clearance space for the GPU in the chassis. Upgrading your SMPS to at least 400W is recommended.
