A. You can go with any board with good heatsink and VRM support within your designated budget. The resolution and FPS doesn't depend on the M/B.

Will i required to buy cooler for 13400f Or stock cooler is sufficient??
Same question for rtx 4070ti?
A. The GPU and CPU has self sufficient cooling in their stock coolers unless you are overclocking them.
Q. Can i use this precessor with stock cooler for a normal use ? or suggest me a cheap cooler, Thank you in advance
A. Stock cooler will work fine for a year 1 or 2.
Q. Can I use this cpu with gigabyte B550 motherboard and deep cool 240mm AIO
And what is the recommended power supply
A. 360mm are recommended for 13th Gen CPUs, also GPU model is required too in order to suggest a PSU.
