Is it good to pair i3 9100F with RTX 2060 Super and MSI b365 PRO-VDH mobo ? For some light productivity and 1080p ultra/very high gaming.
(currently I am using old cpu G4560 with RTX2060super and H110 mobo)

The GPU is much powerful than the CPU and thus the GPU will underperform.
Recommended upgrading the CPU to i5 9400F for balanced performance and 1080p gaming at high video settings. There may be frame drops when running on ultra/very high.
Q. does it come with heatsink fan ?
A. Yes, it comes with intel stock fan.
Q. I have an old pre-build HCL pc with ECS J61H2-M2 motherboard. Will this processor work, if not then recommend me one in this range

Your motherboard will not support the CPU.
Your motherboard supports much older 2nd & 3rd gen Intel Core CPUs, Pentium, Celeron series processors in LGA1155 socket only.
Recommended upgrading the motherboard. You can go for latest DDR4 motherboards that support Intel 9th Gen like B360 / Z370 / Z390.
