A. Opt for a game capture card and same GPU with 8GB VRAM version. It will be sufficient for PUBG PC streaming and future proof too. Also, upgrade to a 600W or higher 80+Bronze or better PSU.

The GPU is very weak than the Ryzen 7 3800X CPU. Thus the GPUs (RX580 or RX570) will bottleneck the CPU at peak loads.
Recommend upgrading the GPU to RX 5700 XT / RTX 2070 or above for balanced CPU-GPU pair and performance.
