We recommend using X570 boards for 3rd Gen Ryzen CPU for the best performance. But it can be used on this motherboard too, which is MSI B450 VDH PRO-PLUS, I suppose.
A high-end processor like Ryzen 9 3950X requires a high-end motherboard for proper working.
Q. can I run it on b350 mobo?

Yes, the motherboard will support the CPU. It may require a BIOS update.

Yes, you can. It needs an F40 bios update.

Recommend a good 280mm/360mm AIO cooler for the processor.
Air coolers are not recommended, as AIO coolers will provide much better cooling than air coolers.
