Q. I am a first timer in messing with building a destop. I have used PC back in 1986 (BBC micro 32k) and also developed many programs in operations and d-base then with no help. Things changed after AT/XT and then Windows came. I stopped developing/building hardware and began exploiting applications.
For now, with the configuration requested from you, I forgot the PSU and full ATX box that is best suited for safe and protected environment inside.

Q. My requirement is intense browsing, multi-tasking with office, confrencing, presentation, downloads, multiple browsers and multiple window at any given time. Almost punishing systems with many programs like Coral, Page Maker, Photoshop, Adobe Acrobat working on converting text to audio, CAD, Video rendering of very small clips (few seconds), TV streaming and so on.
I had narrowed on Ryzen 2700X/ 2700, Ryzen 7 3700X, Ryzen 9 3900X and 3900XT. Please advise suitable Motherboard to accommodate at least 32 GB expandable to 64, Graphic Card, BT, Wifi, at least 6 USB ports, LAN, 2 x HDMI, will start with a 4K 24" to 27" monitor now and add a 2nd in near future. A suitable sound card to record as well as voice-On presentations.
No gaming, but once a while Stock-Market. Request please advise.

Q. I am currently using AsRock Taichi X370 + Ryzen 1700 + Seasonic 620 watt Bronze.
Can i use 3900x on this Asrock X370 motherboard?
Should i upgrade from 1700 to 3900X now? or wait for 4th Gen? (in any case, the order will go to you only sir :)

You can use the Ryzen 9 3900X in the ASRock Taichi X370 motherboard. It will require a BIOS update.
If you are planning to use a 4th gen Ryzen and wait, then you require to upgrade your motherboard to B550 or X570.
Also, it will be good if you upgrade the SPMS to 750 or 850W with gold certifications.
