Q. AMD RYZEN 5 3400G or AMD RYZEN 5 3500 ? WHICH IS BETTER ?

3400G is an APU, while 3500 is a CPU.
It depends on your requirement. If you are on a tight budget and is planning to use a graphics card in future, then you should do a build with an APU like Ryzen 5 3400G. The integrated graphics will do the normal job of PC.
If you are planning to build a high-end PC from the start, then you can use a CPU like Ryzen 5 3500, and pair it with an equivalent powerful GPU like RX580 / GTX 1660 to get much more performance. Without the discrete GPU, the CPU like Ryzen 5 3500 won't be able to give display as there is no integrated graphics on it's own.

Yes, you can. However, there may be lags due to the optimization issues of emulators.
Recommended to us 8GB x2 RAMs with 3000MHz or above speed for more performance as an APU system depends on RAM speeds.
