Not recommended.
It is a entry level APU and thus will struggle with the heavy softwares and rendering.
It is recommended to go with Ryzen 5 2600X or Ryzen 7 2700 or Ryzen 5 3600X (higher cores and threads) with a dedicated GPU for good performance in rendering.
Q. Can I use a 2400 MHz 8 GB ram with this APU and 450 watts SMPS is suitable for it or not

The RAM frequency is dependent on the motherboard and this frequency is not recommended for the APU.
A 16GB+ 3600MHz+ (Dual Channel) RAM is recommended to pair with the APU.
We would recommend you to opt for at least a 500W 80+Bronze or better PSU.

A. 1. If you are planning to use a GPU, we recommend you should not opt for APU like RYZEN 3200G
2. The CPU will not bottleneck the GPU.
3. FPS depends on resolution, you can expect around 30 FPS on 1080p on PUBG and Battlefield V at very low graphics settings.

It is the 2nd Gen of AMD RYZEN SERIES APU, that's why it is mentioned.
3200G is a 4 core 4 thread CPU.
